When people see life as cheap, that stuff happens all the time.
Human executions used to be in public not just for demonstrative purposes, but for entertainment. Citizens would gather and watch the condemned person be killed like people today go to watch football or hockey.
Among medieval and Renaissance royalty, cat-burning and similar animal tortures were a big source of amusement.
