When does the "views" change? B/c when I view it, and then go to view it again, the count doesn't change at all.

On YouTube.com: Only multiple full-length views count in-full from a single IP address. Refreshing does not count (browser must be closed and then re-opened with click on YouTube URL).
Embeded on other sites: Multiple embed plays counted as one view. YouTube counts a single view that originates from embedded videos. If multiple views come from the same IP address, just the first is recorded.

i am pretty sure too that there is a delay in the view counts.
because i will be in the video and when i go to the lgfashion channel the number is different.
