This may be a hard question to answer without any sound clips, but what genre would you classify electronic music that's played at nice restaurants, or up scale lounges? The type of music I'm referring to has hints of jazz, and kind of a slower house beat. I'm having a hard time describing it, but it just sounds really chill! lol I'm sure some of your have got to know what I'm talking about. haha

At a lounge, it's probably deep house. At the restaurants, you're probably hearing downtempo, acid jazz, and/or actual jazz. [Edit: Some are also known to play the occasional atmospheric D'n'B or "jazz and bass" track, but that's not as common].
How chill are we talking about? Does it still have a "4/4" beat, or is it a really slow break beat, like something from K&D or Tosca?
Example:
Is it that, or closer to regular house?

its a house beat with no drops or rises something very constant that you can talk over
Id call it house still for more of a mature or relaxed enviornment
something like this maybe?

This is a bit too slow and has a bit too much going on in the song for what I'm thinking of.

This is probably the closest to what I'm thinking...but still not right on the money. A bit too ambient and slow I think, and lose the vocals.
