Wait, this is puzzling! So, Arbiter is:

There's something really wrong here. Maybe, if we change Shinji for that girl with blue hair, believe that Nietzsche's moustache went somewhere else, and that Batman can be a female... Arbiter is an animu version of Batwoman with very prominent pubic hair.
