Why have a parade in a city with all narrow streets and stuff?
Why not have it in a big damn field in the countryside? Just like Ozora and tons of other parties. Just drive around your DJ trucks and all the ravers will follow like sheeps.

There aren't really any fields like that in that area. (It used to be the main industry area of germany)

Here in NY promoters have been pulling this for years. Stuffing as many people into tight clubs just to make profits.

It kind of makes you wonder how many times there have been near misses for these sorts of calamities. I know there have been a couple of widely reported fires in night-clubs, here in the US, where there were very clear safety violations, but this just seems like organizers have made it a practice to skirt crowd safety in the hopes that nothing would go wrong.
It really kind of boggles the mind since a lot of thought has been devoted to simulating how crowds move in spaces.
It seems entirely preventable.

The issue with people falling on the steps was just the culmination of it all really - people fall over and can't get back up again, it's almost inevitable once everything else has already gone wrong.
