What's a good video editing program that is Easy to use for PC. I dont need anything too crazy or too complicated just need something to edit 2 mins worth of video.

This. It only exports in .wmv format, so make sure the medium you are using will be able to play it.

Have a look at Sony Vegas. It fits somewhere in between WMM and Premiere.
