I just consider goldfish to be on the bottom of the intelligence totum pole. And I don't expect many people to think of a goldfish as being smart.
A lot of people like to use the term "monkey" or even "mouse" but monkeys are rather smart imo as well as mice. Maybe it has to do with working in a petstore for 6 years when I was younger. The goldfish were just known for doing dumb that other fish never did. For one jumping out of the tank when they saw their reflection was something they did almost everyday. I'd come into work and have to scoop them off the floor and would think "you dumb ing goldfish".
I really don't ing know I was just trying to think of something people might universally consider dumb and you can make a much better arguement for other animals/fish in regards to intelligence.

Like 40% of black students in cali dropped out in 2010. But graduation rates actually went up.
