That's not a stupid answer, that's what it's supposed to be. Techno generally sounds more industrial and lacks much soul, but where it lacks soul it's made up for in badassity.
Tech house is supposed to be a hybrid of the soul that house music has with the vibe of techno, and tech house is usually slower and more minimalistic than techno.

I disagree. 90% of my tech house tracks have NO soul.

I don't think there is an answer that's a 100% accurate on al cases, because it's taken on a life of it's own over the years.
It should be a simple melodic form of techno with banging 4/4 beats, but it is now commonly used to describe a more abstract, machinelike (read: techno-ish) form of deephouse. Which is pretty redundant if you ask me.
Also the question is an annoying one to answer, as techno is like it's parent genre.

Didn't think so. Techno is a big genre, it contains a lot of variety and there and thousands of techno records you'd never, ever confuse with tech house. Tech house only ever sounds like a particular strain of techno. Funny enough, that happens to be at a distinctly house-like mid-120bpm tempo featuring elements stolen from Chicago house records such as... pitched-down vocals! Of course, you could argue that tech house is a sub-genre of techno as much as it is house, and it's only called "tech house", because "house techno" sounds ing stupid.
