It took a long time to clean up the site and choose a design that would satisfy all the concerned parties. The plan was revised in 2005 and main tower construction didn't start until 2006. I don't care for the design but its just a building, ppl should matter more than inanimate objects. The short answer is anything built by committee takes forever.
