I'm not really looking for the typical "prog breaks" sound at normal dance tempo (115+), but much slower stuff -- "Baja" is about 80 BPM, and anything in that general neighborhood could work.

Baja is, for me, an obvious tribute to ambient dub. The whole Xpander EP is basically an update of early '90s ambient/progressive house - the title track is a tribute to Little Bullet, Belfunk is apparently based on a remix of Orbital - Belfast. I'm not sure if Baja is a specific reference to an older track, but it does sound an awful lot like Fanfare Of Life by Leftfield, with the flanged drums and dub bass:
There are obviously hundreds of tracks like this from the early/mid '90s, but they don't necessarily have Sasha's polished production and gleaming atmospherics. Example:
For newer stuff, you're best looking in the pyschill/psydub scene. Those hippies still love combining headspace ambience with shuffling dub rhythms. Trouble is, a lot of this stuff is new age coffee table crap.

Such an amazing 'genre'... most of my Sundays are spent chilling out to ambient music and downtempo breaks.... it's how I unwind after a tough week in work.
Anyway, moving on, this tune immediately sprung to mind, probably because I've been listening to the album a lot, this week.
