Toshiba Portege M800 is a bit old, isn't it? It was probably released when Windows Vista was the main OS.
So my guess: install a Windows Vista driver in compatibility mode. Yeap...searching on Google ...apparently this solution works.
EDIT: However we are talking about the ing Windows. Sometimes the solution lies in the deepest and darkest corner of Windows Register aka regedit. |

| This may be a total end user comment; however, Mrs. Hazard has a Toshiba and I seem to recall that she can turn the scrolling feature on the touchpad on and off... could it be that easy? |

| Yeah, I thought of that, too. Some touchpads, you can enable/disable scrolling by tapping on one of the sides twice in a row or running your finger horizontally on the bottom, little movements like that. You like little movements, don't you, Stu? Oh I bet you do. Just a little flick of your finger up and down along the bottom, maybe a tap here or there. Oh, yes. |

toshiba : sounds like a software issue. Reinstall our drivers
Microsoft : sounds like a hardware issue. Contact toshiba.
mac support : not sure. have you tried buying the newer model ? |

Just tried that, but it didn't work. What's compatibility mode though?

Yep, as well as the control panel. No difference, and scrolling is definitely enabled in the device settings.
