I mean a populace that has been given accurate information about preventative measures, which a country like the US can disseminate quickly and efficiently. For example, I read that the semen of a recovered Ebola patient remains infectious for something like 2-3 months, which I imagine is a huge factor in how the disease continues to spread. If someone recovers in the US they're guaranteed to be told in no uncertain terms not to have any sex for at least [x] weeks, whereas I expect that information isn't being passed on in a lot of these African countries.
I think it's a good yardstick that any issue that is riling up both Spacey Orange and Alphastarred simultaneously is probably a pile of fuzzy-minded bull.
