I don't really have any advice for this, since my experience is solely from Finland, but Finland is in need of thousands of IT people, so.. If he's ready for this grey blandness we here call life, I think someone here is happy to have him. I find it hard to believe any European country would have too many IT people, especially experienced devs, so there must be demand in at least some of the countries you've mentioned. I could be way wrong though.

I also think, and as Jon_Snow already said, it's worth considering if one really wants to move to a new country for a job anyway. Most of the people he'd be getting to know would be from work, and in my experience, work-buddies tend to grow to hate each other over the years. And even if you don't develop that hate, people at least here tend to keep a kind of barrier up with work-buddies, so they don't up their work life. This of course excludes the Bacchanalia-like get-togethers around summer and Christmas. Don't know how that would be in, for example, Germany, but in our company there's this silent code, that getting drunk in a sauna ~5 times a year with your work-buddies is more than enough.

Regarding your brother being shy/introverted: we actually hired a very competent dev recently who arrived to his interview with a state-subsidized assistant because he was so shy. No idea if other countries make this possible, but to me it seems like a very good thing in IT recruitment.
