time will tell, so far the graphics are nice, and that's all I can say.

Its a guess, but at the same time, notice about 1/3 of the way into the video, it flashes the logo for some building that says "Liberteen". Although perhaps Rock* is just making up fake businesses to put in THEIR version of NYC, it also could mean that its just Liberty City with recognizable landmarks.
To be honest, it could go either way here. Liberty City was GTA III. This is GTA 4. This is a totally different game, and Rock* might be going for something completely new here.
