I don't think he did anything wrong. He isn't allowed to move the guy (any accident like that you aren't supposed to move them), and he probably wanted to make sure the douche who hit the biker didn't try and take off.

What was he supposed to do? Run to the guy on the ground (who he can't move, and can't do anything for,) while the moron who hit him drives off?
He's a cop, he sees like this all the time, and one of his duties is to make sure that people know what they should do in an emergency.

its a pretty ed up situation to be in first of all, i'm sure he didn' tknow how to react at first. gotta worry about the guy he just arrested, the guy on the street, the people that hit him, callin for backup, callin for ambulance, etc.

Seriously... he is only human, cop or not.
If I saw that, I would flip the out. He was calm and managed to get the under control immediately.
