What operating system are you running, how many gigs of ram do you have, do you have a firewall, antivirus, antispyware, or any security programs running. Give me details.

does it do the same things in safe mode? If not then its not hardware related and its spyware/virus. If it does then I'd start checking out the hardware one by one.

Random reboots strongly point to a bad PSU mate. Voltages are good one minute, then they take a dive. I doubt you actually put a meter on it to test it properly. Bios/software meters are not accurate. Most PSU's are cheap junk, and are usually underpowered for the machine they are in. Just because your A/V doesn't see any infections, that does not mean they are not there, it just lacks the definitions to recognize them. I would do a reformat and fresh install of Windows. Only way to be sure. Pick a weekend and dooooooit.

The meter won't show it, you'd need an oscilloscope.

Could be very much that your CPU is overheated (thus, sound and video stutter). Have a temp sensor? Know how to reseat the heatsink (with thermal paste)? I'm assuming you do, if you put it together yourself.
