The meter won't show it, you'd need an oscilloscope.

Could be very much that your CPU is overheated (thus, sound and video stutter). Have a temp sensor? Know how to reseat the heatsink (with thermal paste)? I'm assuming you do, if you put it together yourself.

True. Hey OP, have you checked temps in the Bios? I'd still wager his PSU is done, and it has aids.

Got a great heatsink with thermal paste, and the temp readings are normal.

List your components...and the brand and wattage of the PSU too.

There could be several things:

First Defrag your Hardrive with Auslogics Disk Defrag

Second Download CCleaner and clean everything up, including registery, but be sure to back it up.

If that doesn't fix the problem, windows is either corrupt or your power supply is failing. It is likely your power supply, because my friend had similar issues with random restarts. Do you happen to know the brand of power supply you have and the wattage rating?

Random reboots strongly point to a bad PSU mate. Voltages are good one minute, then they take a dive. I doubt you actually put a meter on it to test it properly. Bios/software meters are not accurate. Most PSU's are cheap junk, and are usually underpowered for the machine they are in. Just because your A/V doesn't see any infections, that does not mean they are not there, it just lacks the definitions to recognize them. I would do a reformat and fresh install of Windows. Only way to be sure. Pick a weekend and dooooooit.

this is also recommended for hpv outbreaks.

Back up everything and do a fresh reinstall of Windows and download all the updates and newest drivers. That usually fixes 99% of all problems.

Hey! I've got a fresh idea, I think it's your power supply!

I too think you need a new PSU - get one, just in case. They're not expensive, and I think it's worth a shot :)
