What? You can't be serious. If you take away the four-to-the-floor elements of a track, 99% of people would not be able to dance to it or understand the inherent rhythm. Why do you think all dance music outside of breaks and jungle uses this?
I see what you mean with that it's just a train to drive the rest of the track, but I see it more as the melodies are there to stop the beats from getting boring. That's why such simple songs like Phuture - Acid Tracks work. They have that steady beat, and that's what gets everyone moving. The acid on the top is just to prevent the beats from becoming monotonous. Take away the beats and the track would be incredibly awful to dance to.

He never said art is "not supposed" to be something, or if he did, that's not what he means. He's only implied that it shouldn't be restricted by boundaries and rules (i.e "techno is supposed to be..." or "music should be...") I agree with this.

That's exactly what I was saying. A kick is the bit of the track that people dance to, but it's very boring unaccompanied. The melodies and other percussion are there to stop the kicks being boring.
