Would it still be a federal offence?

I know the Federal/State court divide in the US, some things can only be tried in one, some things in both.

Are drug offences also Federal Crimes?

Does this just mean people will go to Federal Pen instead of state pen...???

Yes. Enforcement would be substantially reduced, but it would still be a crime. Medical marijuana, already legal in California, is still illegal under federal law, but the current department of justice policy is more or less not to enforce that particular federal law where it conflicts with state policy. This is in stark contrast to the previous administration which vigorously pursued its anti-drug policies regardless of the underlying state law.
