If you need to call it "venting" then you're bitching. Otherwise you'd just be talking to him. It doesn't matter if you bitch "at" him or "to" him; it's annoying.

There are plenty of other ways to release frustration than complaining to your significant other about them.

But it is almost never "about" him. If he does something to piss me off, I kindly tell him what it was. But if my crazy religious family does something that pisses me off, I will sometimes bitch about them to him. Like I said, everyone does it and you're spouting complete out of your ass if you say you don't. He bitches to me about his students from time to time, and I will bitch about people/things that aggravate me from time to time. It isn't like I spend hours on end bitching about people every day. I find it healthy to vent out frustrations.

When it comes to addiction and mental illnesses, the solutions aren't so clear. Despite this, I don't think it is beneficial for anyone to be placing the blame for their situation on someone else. I personally don't think this is a healthy thing to do, but maybe I am wrong.
