All girls are crazy, it's the degree of crazy that is up for debate.
This girl sounds like a 4/10 or tops a 5/10 on the crazy scale. She hasn't done much in terms of actions and those are really what push a girl above 5+. If she starts "showing up randomly", trying to get info from your friends, threatens you etc. then she'll bump to a 5 or more. So my answer to your Q is a strong no, she hasn't proven to be even remotely crazy yet.
All signs point to attention whore. The letter is basically asking you for attention. The frequent breakups and drama, also cries for attention. Says she has multiple "guy friends" which means she obviously enjoys male attention. Requests for daily texts just to check in, bigtime attention. I'm going to guess divorced parents or lack of a father in her life but it could really be anything.
As for what to do just do what you want. If you like the girl and can tolerate or like the neediness then go with it. If you don't, then just explain that's how you feel and show her that you will not be a future source of attention for her.
