I think your concerns are valid but I get the feeling you would reject the idea even if it could be implemented as it was intended. And subsidizing drug use , what I'm assuming you are referring to as "food" would cause less strain on a society than what they will do other wise. They will get that 25$ and it will result in a disproportionate cost to the victim or themselves, ever had your bike stolen ? A 1000$ bike will get them 25$ at pawnshop
I only mention this as the bottom line seems to be important for you. |
