I'd blame it on will's PR if anything. This is a failure in risk assessment to look forward on how bad the publication would be for stealing other's song.
If the song was less popular than Rebound (e.g. Arty's Kate that has Bieber's vocal), then it would be probably have done less damage. Just look at the stats in youTube between those two songs, which one has more dislikes. This telling me what level of awareness that the public is at.. definitely Rebound has received more protests publicly
