| hopefully they come up with that budget soon... all of our m16 parts are just building on the shelf because no QAR can sign off on them allowing us to ship to govt. this is why we also do commercial contracts because you cant count on the DOD to be a steady income... |

My understanding of US politics is rather poor, but it actually blows my mind that something like this can happen.
Educate me on why/how this can happen? I've never heard of an Australian government running out of money, to the point they can't pay government employees, and start shutting things down. |

well they didnt come up with a budget so to prevent overspending they have to shut down until they provide (im not sure about the who exactly on this) a budget. Thats what our Govt employed QARs told us, today is the first day of the fiscal year which is why it started today.
thats about the extent of my knowledge and i agree with forcing them to come up with a budget i just think there could have been a way to force it to happen before they shut down |

I don't know what QARs are :/
Doesn't the government in power get to set the budget? Or everyone just says " off" and they debate it?

the house and the senate are the ones who can not agree on budgets for government agencies.
a QAR is a quality assurance rep. when dealing with Department of Defense contracts you have to have a QAR (only the government can call their quality people QARs) come in and review your paperwork, certs and inspect a few areas on the parts. They then sign off that everything looks ok. They dont have anyone inspect the parts after we ship the parts that so they rely on us being honest and verify everything matches up just incase a company isnt. |

the 1975 constitutional crisis occurred because the opposition blocked supply in the senate (supply being the passing of the budget). ultimately it led to a double dissolution of parliament (election of both houses).
essentially in the US right now its a political ploy by the republicans to attempt to postpone the implementation of the healthcare reform passed a bajillion years ago. |
