Never heard of programs that do this. How would they be able to do this?

What software are you using? or by saying PROGRAMMES [sic] did you mean PLAYLIST ? What Playlist should we recommend for creating atmosphere?

In any case... WHAT KIND OF ATMOSPHERE did you want to create?

There's a vst called atmosphere. But don't rely too much on programmes, it's still YOU who's making the music and putting it all together, and giving ATMOSPHERE to music.

in the atmosphere vst, under the ambient folser, theirs some lovely sounds and textures that can be delayed and filtered to fill up a track

Is it wrong the term "programme"?

I found this:

I suppose that North Americans don't get used "to programme" but the term by itself it's right. Please, don't be so strict with the non-english speakers.
