now what happens if the vehicles going straight were street racing? and the person pulled out in front of them? still thier fault right? *no, im not trying to solve my own case or anything of the sort...im just curious*

Criminal Code offence.... if they were charged and convicted of a criminal code offence (that resulted in the collision) then they would be considered at fault.

There could be a difference if it was a PERMITTED U-turn zone... however, if not, you could be in for a hell of a PITA.

Not really. For reasons Moral Hazard and ChemEnhanced said. Just like with a left turn, he needed to make sure the roadway was completely clear.
