no police brutality there. The ass didn't stop resisting arrest. Cop had reasonable circumstance to believe the perp was on drugs, especially stimulants putting him and the perp at risk.
The rear-naked choke does not strangle the perp, only cuts blood (not oxygen) to the brain, and qould have caused him to faint, not choke to death.

This would mame some sort of sense if blood didnt carry oxygen!
