First off, define hostile. Because I think that's what everyone is really wondering about. Talk about being vague! Now suppose the US and the EU become hostile, what would happen then? Because technically, the EU can say "Hey, the US are hostile! Let's not allow them to go to space, just in case!" At the same time, the US is thinking the same thing. Now who really gets the say in this one? US is hostile, E.U. is hostile. What then?
This whole thing is the biggest crock of sh*t i've ever seen. Because technically, when there is hostility, both nations are hostile to each other. So technically, neither of them should be allowed to go to space. And considering the path the US is following, if anything they should be the ones banned from going up there. |

Let's put this into practical perspective.
US can make these kinds of announcements because US has the power and the resources to make their space domination actually happen.
You can argue about rights of nations and space belongs to everyone and etc, but action (or the ability to do said action) is more... potent than talk.
Last nation tried to go against US resource bankrupt itself.
Nowadays, nobody even comes close. (China might in another 50 yrs, but we'll have to see about that)
