I think most educated people are aware of the photoelectric effect, so that was probably a bit condescending for Hal :p
Besides, I don't think a strong mathematical foundation is required for understanding Quantum Mechanics. There's obviously a lot required for a deeper understanding of Quantum Theory, but the behaviour of systems described by Quantum Mechanics can usually be described very easily!....... albeit being counter intuitive at every step.
