In theory yes, the problem is the timing. F1's biggest priority right now should be surviving, not introducing massive new development projects. Honda has given up, Toyota is in serious danger of doing the same if they don't get a win this season, BMW's sponsors seem to be disappearing, Toro Rosso was going to be sold although I'm not sure what happened with that, and Williams which was already in a bad financial state now sees their major sponsor (the Royal Bank of Scotland) collapsing.

Of course I can see this with the benefit of hindsight, the credit crunch happened after KERS was on the cards, but there was already some instability in F1 prior to that and the FIA had been pushing for cost cuts for a couple of years already. Unfortunately all the rule changes have increased costs rather than the opposite.

the timing is unfortunate, but what can they do ?

I guess we agree then. The only thing they can do now is to keep KERS.

With regards to being more enviro conscious or keeping with the times, why not open the regulations a bit to allow smaller displacement turbo engines, bio-fuel or diesel?

Audi made a huge PR win using diesel at LeMans and now many other top teams are following suit (Peugeot in LeMans, SEAT in WTCC and BTCC for example).

Fair enough about not wanting to ditch KERS mid-development, but the engine regs come un-frozen in 2010 anyways so why not put them on the shelf until then when every team can start the year with a new system and a new engine? They're going to use the damn thing for a year and a half. That's what's wasteful. Whatever the new regs are, the KERS that the teams use now will likely have to have a major re-design almost from scratch (like most of the chassis aero did this year).
