Some commission or something is having a meeting/hearing with Insomniac to make sure Insomniac did everything it could to ensure safety.
Doctor wondering why the city allows these events knowing it's full of 15, 16, 18 year olds drinking and doing drugs but allow these events to continue to happen.
Lame story overall.
