I don't know how else to communicate this to you. It's not OK to ogle someone, it is disrespectful. Ogling is not just looking. And the ogling is often accompanied by a rude remark or cat call, also disrespectful. And yes, plenty of people do this, but the reality is it comes more from men because it's more established as 'normal' 'male' behavior in modern society. I'm not at all saying it should be this way, this is just what we're working with.
If you have never seen this, come to my neighborhood and stand on the street corner for 5 minutes. But I suppose you've never been followed to your front door and aggressively propositioned for sex, while you frantically try to open the lock, by someone who began by 'merely' looking at you, on the subway.

Imo, looking a women up and down once, and possibly turn your head to see her walk by is perfectly okay, and many women like that. I doubt they put on slinky dresses unless they'd want the attention. But when it goes from a quick look to outright staring, that's not only tacky but disrespectful.
Nearly all humans are just trying to find a suitable mate, and looking is always the first step. But it's nice when you try to keep it nonchalant.
