He did appear to be dead, but it's 24... no laws count.
Whether they be actual law, or along the lines of laws of physics, biology, ethics, etc, Jack Bauer is allowed to break them, and will do so with ease!

if Tony comes back from the dead, Jack is totally gonna punch him for making him cry.
i dunno, as much as i loved Tony in previous seasons, i'm not really all that upset that he's dead now. he didn't do in this season besides get blown up and then let a terrorist escape in CTU... i think he kind of deserved to die. |
