Hey smart ass.... solicitation is what is illegal in most countries (including the US)... primarally because it is nearly impossible to decide what does and does not constitute prostitution unless there has been an actual agreement on service and price. Additionally, the existance of brothels doesn't mean prostitution is legal, simply that it isn't being enforced.... kind of like the rub'n'tugs in the US and Canada... they're illegal but it's too much trouble to bust them so the authorities turn a blind eye. |

Which is also analagous to Hollands tolerance of marijuana and "smart" drugs.
