That's something that needs to be done by an amendment of the BNA Act, as a simple law could be revoked at will. |

I thought BNA act was obsolete, replaced by the Constitution act of 1982? (which curiously enough, not ratified by all of the provinces) |

you can thank the coalition threat for this. i would assume that harper had to pass a liberal style budget in order to prevent the coalition from doing the same or worse. im not happy about this. Politics are running policy, not the other way around. |

so what, harper should have just let the vote of no confidence pass?
actually. that's what i would have done. stick with my original budget. let libs and ndp form their 'coalition' and watch them trying to fix up NDP style (remember how well Bob Rae did that with Ontario back in early 90s eh?) and laugh my ass off |

You either do what you feel is right, or you do what you feel is in the public's best interests... and stick by it for those reasons.
You dont piss something out then say it's only here cause the opposition made you do it.
(which I believe the Harper government itself won't actually do... just something it's worshippers would use for political debate purposes, right) |

OTTAWA, Jan 27 (Reuters) - The government of Canada predicted on Tuesday budget deficits totaling C$85 billion ($69 billion) over five years - the result of a recession and a C$40 billion two-year stimulus package packed with infrastructure spending, tax cuts and targeted loans.
The spending plan, which Ottawa says would boost gross domestic product by 1.4 percent this year and create 190,000 jobs by 2011, pushes Canada into a C$1.1 billion budget deficit in the current 2008-09 fiscal year, which ends in March, after 11 straight years of surplus.
It had projected a small surplus for this year before the stimulus plan.
The projected deficit for 2009-10 fiscal year is C$33.7 billion, followed by a 2010-11 deficit of C$29.8 billion and smaller deficits the two following years. Ottawa foresees a return to surplus in 2013-14, with a surplus of C$700 million forecast for that year.
"The government has designed its economic action plan to concentrate new spending in 2009-10 and 2010-11, when the economy is expected to be weak," the government said in its budget document.
"Starting in 2011-12, the fiscal position of the government is projected to improve rapidly, as time-limited stimulus measures expire and the economy recovers," it said.
Canada's debt-to-GDP ratio, the lowest in the Group of Seven major industrialized economies, is expected to rise to 32.1 percent by 2010-11 from the estimated level of 28.6 percent in 2008-09. OTTAWA — New Democrats have produced a series of scathing radio ads lambasting the Liberals for propping up Stephen Harper's minority Conservative government.
The ads come one day after Liberal Leader Michael Ignatieff announced that his party will allow Tuesday's budget to pass, provided that the government agrees to issue periodic progress reports on the budget's implementation and effectiveness.
Mr. Ignatieff says his ploy amounts to putting the Harper government on probation but the NDP ads assert that the Liberals are simply rubber stamping the budget.
The ads claim Mr. Ignatieff has failed his first test as leader and has thrown in his lot with Mr. Harper; they argue that the NDP's Jack Layton is the only leader strong enough to stand up to the Prime Minister.

Federal and Provincial Politics are much different....there are too many areas where the NDP will never get elected.
Although I would've loved a Layton and Bush union.....it would've been like having the Montreal Comedy Festival running 24/7 |
