Only if you don't know how to use the word "quantify". This is a pedantry war, and you claimed not to know how a term was quantified when the article gave a definition based on a quantity of alcohol.
And yes, I may have been over-egging the rhetoric by claiming the figures exactly matched mine, but you know the tanks are rolling through the gates when you're trying to argue that 6.5% of children under the age of 16 have a drinking problem.
