Eye contact is a game. You can't eye people even if you are amazingly handsome. It might work at a bar with some skunt at 3am, but in general, sober people find it uncomfortable.
The trick to eye contact is to only hold it briefly, flash a smile or a nice grin, then go back to business and not linger too much. You catch them a second time a little while later, and that is when you can decide to make contact if you see cues that she is into you.
It works. Don't try pick up line bull. Be yourself (ok maybe not), and just have a conversation with them like any other person. If she's into you, the work will do itself.
Obviously if you know the person, and are having a convo you can hold eye contact for as long as you like. I prefer it.

You approach when she makes it obvious that she would like it. It isn't rocket science. That is why I don't really get the PUA guys. Why fight an uphill battle?
If you are well put together, can hold a conversation that isn't about the weather, reasonably intelligent, and don't act all aggressive like you've never been laid before good things can happen.
