I've often thought this as well; there should be a user fee if you attend an emergency ward for any complaint that should be made through a general practitioner. There are two major problems with this though. One; there is a shortage of general practitioners in many areas, thus many people either do not have one or have to wait weeks to see one. Two; there is a huge legal liability exposure by doing this. If someone does not go to the hospital, because they do not want to risk the fee, and dies the Ministry of Health is going to be held responsible (because user fees are contrary to the Canada Health Act). This will open the provinces up to massive exposures. If we were to do this we would have to ammend the Canada Health Act to hold-harmless the Ministry of Health from such exposures... I'm not sure such a hold-harmless clause would be constitutional under the Charter's section 7 (right to security of the person). |
I agree unfortunately its not a practical plan. The good news is according to the Frasier institute wait times are actually declining.

That being said the problem is at a critical stage in Calgary right now. With the explosive growth in Alberta combined with closing the general hospital wait times in the ER are at an unmanageable point. There are stories of women having miscarriages in the waiting rooms, no ambulances available in the entire city since they are all waiting for patients to be admitted. |

yah, nothings free. What you end up doing with socialized medicine is paying for your neighbor's ER visit for a hang nail and the guy down the street who called the ambulance because his nose was running with your high taxes. |
not true, if a ambulance call is deemed as "non life threatening" you pay out of your pocket. usuall runs 85-125 bucks for a standard urban ambulance trip. or in the case of my buddy who had a suspected spinal fracture from a skiing accident, 450 bucks for medivac by helicopter from renfrew ontario to ottawa.
and the ER visit for a hang nail would cost the system no more than if that same person went to visit their family doc. its all billed through ohip.
the beauty of our system is that when you do go to the hospital, the gov doesnt increase your taxes to cover the cost. try saying the same for health insurance in the US. make a claim, pay for it for the next 10 yrs |

Sorry to hear that, but I can't help thinking of that 'Blair Witch' style camera next to your face when you landed on it.

Hit by car 3rd? Did you say THIRD TIME? AS IN 1, 2, AND THEN 3? TIMES IN YOUR LIFE?
Dude, if I got hit by a car so many times I'd consider making following changes:
|
Yes, third time :D First time landed on my back, second time didn't even fall down from my bike (my friend got hit at the same time and he landed on the car and then fell on the ground, I only got my knee hurt for a few days) and then was the third time.
Cars/drivers just don't like me I think :toothless |

Well not exactly. It costs more to run a hospital than it does to run a family doc's office so any patient that goes to an ER and takes up a spot there is costing the system more than if they had waited and gone to their regular doctor.
Similar issues exist here with medicaid. Medicaid patients use the ER like it was a doctor's office because it costs them nothing so they don't care. However the government (and by extension, taxpayers) pays a fortune for them to go to the ER for something that could have been treated by a regular primary care doctor for a fraction of the cost. |
