That is exactly what they would do.... pull up and head to Brazil and other areas I mentioned. What makes more sense: that the executives of a rig would sit idle for 6 months paying in excess of $300,000 per day to lease the rig (while simultaneously not producing profit/product), or that they would move to another location where they could make money right now?

Yeah... planes were grounded for what, 5-7 days? Even with just that, the airline industries almost went under. 6 months is a different story.
