if you want to get technical then any gathering of people to do something they have a shared interest in is a cultural gathering. If you are going to suggest to the city that these are cultural events then you need more then a boat with people on it to convince them. |

that's what i was saying earlier. just because they are trying to control boat parties that people are getting so ed on and causing lots of problems doesn't mean that toronto sucks. |
