Correct me if I am wrong, but isn't South Ossetia officially part of Georgia? Georgia can move their army however the hell they want inside their borders.

I'm sorry but, had Georgia not sent troops in, would Russia have done anything at all?

Yes it is a part of Georgia (Or was :p) but if knowing that a huge military power like Russia would react if you did send your troops there (even though it's part of your country) why do it in the first place? Whatever the circumstances, it was provocative on the part of the part of the Georgians.
