To say a weld joint in a ski lift failing due to frost heave is similar to the effects of thermal expansion on a structural steel joint, wouldn't be totally out of line, some differences, but the fundamentals remain the same.
Now in your case, comparing two infinitely more complex systems (might i add that you have zero formal training in structural analysis, material sciences, or common sense for that matter)and drawing any conclusions from that would be the same as doing a clinical drug study on one person and applying the findings the whole population.... Ie: Man A has prostate cancer, therefore the entire world will have prostate cancer, no matter if you are a man or a woman......

The 9/11 commission completely left WTC7 out of their report. The only building to ever collapse at practically free fall speed due to office fires in history. Countless witnesses present at ground zero heard the explosions going off, Larry Silverstein the lease holder of the building said on air "we decided to pull it" (WTC7) but you want to compare a freezing joint on a ski lift to a 47 story building?

comparing the failure of a weld joint between two structural steel components due to thermal expansion vs a joint failure in a structural steel structure due to heat expansion / yield strenght loss due to excessive heat is very comparable...
at no point did i say i was comparing a ski lift to a 50 story building... pull your head out of your ass....

As for the insurance policy,
Apr 26, 2001 – The Port Authority, authorized by Lewis M. Eisenberg, (left Goldman Sachs after affair) decided to privatize the WTC, and lease it to Silverstein Properties. (In 1995, Pataki ran for Governor promising he would help privatize the WTC).
Jul 24, 2001 – Six weeks before 911, Silverstein Properties and Westfield America, Inc. (retail part) took control of a 99 year, $3.2 billion lease of the WTC.
Silverstein was the 2nd place bidder. Vornado Realty was the 1st place bidder. He withdrew when they wouldn’t agree to a shorter lease period. This deal was the richest real estate deal in NYC history, and yet a bargain for Silverstein.
Three Interesting Issues:
1)The buildings were immediately insured for $3.5 billion, and covered for “terrorist attacks”.
3)After 911, he sued for $7.2 (double the original amount he insured the buildings for) claiming two separate incidents. In the end, he was paid approximately $4.5 billion, as the judge agreed, in the end, that it was two separate occurrences.
