It's reaching the half-life time for most of those particles, I would imagine. Perhaps it was simply too dangerous to work on it before now.

well the problem really is the concentration of the radioactive material is so high that a single person cant be in there longer than 20minutes before exposure levels are too high.
ian: it had nothing to do with technology. it all had to do with the whole USSR and their secrecy and unwillingness to admit failure. they could have made this steel structure 15years ago if their government and economy hadnt collapsed. the reason its getting taken care of now is only because they have a much more stable governement and relative to previously a robust economy. yes its still very ed economically in the area but its still better than it used to be.
