All it states is your data contract ends on that date and afterwards your plans doesn't change.

iTunes 9.2 Released To Support iPhone 4 And iOS 4; Dev Team Warn Jailbreakers To Avoid Installing It [Updated]
Apple has just released iTunes 9.2, which brings support for iPhone 4 that will be available on June 24 and iOS 4 that will be released on June 21.
Apple had seeded iTunes 9.2 beta to developers of its iPhone Developer program last week at the WWDC 2010.
According to the release notes, iTunes 9.2 includes the following new features and improvements:
•Sync with iPhone 4 to enjoy your favorite music, movies, TV shows, books and more on-the-go
•Sync and read books with iPhone or iPod touch with iOS 4 and iBooks 1.1
•Organize and sync PDF documents as books. Read PDFs with iBooks 1.1 on iPad and any iPhone or iPod touch with iOS 4
•Organize your apps on your iOS 4 home screens into folders using iTunes
•Faster back-ups while syncing an iPhone or iPod touch with iOS 4
•Album artwork improvements make artwork appear more quickly when exploring your library
iPhone Dev Team (via Twitter) are recommending users to avoid installing iTunes 9.2 if they want to jailbreak iPhone using the Spirit jailbreaking tool:
Don't install today's iTunes 9.2 if you plan on using Spirit for fresh JB (but it's fine for PwnageTool & redsn0w users)
Since iTunes 9.2 is required to install iOS 4 it looks like the warning is a temporary one and users who want to jailbreak their iPhone will probably have to wait for the iPhone Dev Team to release their jailbreaking tools for iOS 4.
If you don’t care about jailbreaking then you can download iTunes 9.1.1 from this link or via Apple Software update. Please don’t forget to let us know how it goes.

Please note that if you've already jailbroken your iPhone, iPad or iPod Touch using Spirit then you can upgrade to iTunes 9.2. This warning is only applicable for those user who haven't jailbroken their iDevice yet and want to jailbreak using Spirit.

This is the first year the iPhone is being offered by Apple, off their website, UNLOCKED in Canada. If you buy it through a carrier though, it's obviously NOT unlocked.
Also, the day it's released, the easiest and fastest way to get it will be from Apple's website (but you have to pay the full price). So many pre-orders are going to be taken that day. Not every carrier will offer the phone in store, or by phone, on the pre-order day. As far as I know, you won't be able to simply call Rogers and get an iPhone 4 on the release day, I highly doubt it, but good luck I guess.
Apple sold 600,000 iPhone 4s on the pre-release day in the US, just to give you an idea. If you don't get one on that day then it's going to take you awhile to get one after, as the stock in stores and online has to be increased again (just like the first few months every iPhone has come out).
If you don't have to pay full price the day off, and you're okay with waiting, then wait for a month or so and get it through your carrier.

Honestly I have gone over my 500mb I think like twice in 2 years the only thing a larger plan is good for is thedering I can only watch so much porn on such a small screen before my eyes start to hurt lol

If the customer doesn’t wish to leave their carrier, he or she will have the option of staying on board at a grandfathered rate. Other new rules state that charges and contracts must be more clearly explained, privacy must be more fiercely protected (remember a few years ago when hundreds of pages of Rogers subscribers’ personal information were found in a dumpster?) and customer service must, well, be of service. All in all the new rules sound amazing, but only time will tell whether or not they actually have an impact on the Canadian wireless market.
"Limited Time Offer" indicates the duration of this plan offered to the public, it is automatically grandfathered now and you are allowed to keep this as long as you want.
I don't know where you get your source from, but even from my exp ... I've had the final "Amgio" plan for almost 6 years.
